Peter H. Studer

A native of Manitoba, Peter Studer was raised in various cities within the United States and Canada. After a brief period in the private sector, Peter joined the federal public service in 1980. From 1980 to 1987, Peter worked in various positions with the Department of Energy, Mines and Resources. Joining the Department of National Defence (DND) in 1987, Peter occupied a number of progressively senior positions in the areas of materiel management and administration, primarily as a procurement and finance specialist within DNDs’ Materiel Group, primarily assigned to aerospace projects.

Peter’s DND positions included serving as the Procurement Manager for the Contracted Flying Training & Support Project and Procurement and Finance Manager for the Maritime Helicopter Project. Peter also worked on the R/SAOC Project and on the acquisition of the CH-146 Griffon helicopter. Assignments in the Operations & Maintenance area included procurement support to the tactical and SAR helicopters fleets and the CP-140 Aurora maritime patrol aircraft. Peter was also a member of the CF-18 Tiger Team during the First Gulf War. In September 2000, Peter assumed the position of Director of Contracting Policy, a direct report to the Chief of Staff, Materiel, his final position with DND.

Beginning in November 2001, apart from a brief period with Industry Canada, Peter was a Senior Industrial Benefits Advisor with the Atlantic Canada Opportunities Agency, primarily responsible for land and maritime files. Peter worked with prime contractors and regional small and medium enterprises on major marine files including Halifax Class Modernization, Joint Support Ship, Victoria Class In-Service Support Contract, Coast Guard Fleet Renewal and the National Shipbuilding Procurement Strategy. On the land side, key files under his management included the Close Combat Vehicle, Tactical Armoured Patrol Vehicle, Tank Replacement, Force Mobility Enhancement, and Medium Support Vehicle System. During this period, Peter also organized and managed three successful Atlantic Canada Aerospace & Trade Missions – Exponaval 2008 & 2010 (Valparaiso, Chile) and DSEi 2011 (London, U.K.).

In January 2012, Peter retired from the Public Service of Canada after a 31 year career to found Harte Studer Business Development Ltd. Harte Studer Ltd. provides clients with advice, information and exposure to the Canadian market in the areas of government procurement, government offsets, relevant industry sectors, communications and public relations. Harte Studer Ltd. enables clients to successfully assess, penetrate and exploit the Canadian market as a direct supplier to government and/or industry, or as a partner with government, industry and academia. Harte Studer Ltd. is dedicated to a single proposition – serve the client’s interests. Peter also began working as an Associate with CFN Consultants in 2012.

After supporting CFN client QinetiQ plc, a major U.K. based aerospace and defence firm, for two years, Peter accepted the challenge of opening QinetiQ’s Canadian subsidiary, QinetiQ Canada Operations Limited (QCOL), in August 2014. As QCOL’s Vice President, Business Development & Sales, Peter was responsible for opening QCOL’s Ottawa office, and showcasing the broad range of QinetiQ’s international capabilities to Canadian clients at National Defence, Industry Canada, Public Works and Government Services Canada, and other government and commercial entities.

Seeking to bring his new experience to the benefit of a larger array of clients, Peter returned to Harte Studer Business Development, and CFN Consultants, in September 2015.

A long-time resident of Ottawa, Peter is married to Gillian, and has two adult daughters, Erica and Ashton. Active in amateur sport, Peter is the President of the Eastern Ontario District Soccer Association and coaches the Nepean Hotspurs Hearts (WC2).
